Het is dus beter voor de portemonnee en de [[authenticiteit]] van het pand.<br /> <br /> ===[[Cultuurhistorie]] is als een cake; er gaan alleen maar plakjes af en er komt niets bij===<br /> Bij vernieuwing van (onderdelen van) een monument gaat er onherroepelijk [[historisch materiaal]] verloren; en dat komt nooit meer terug. Als iedere generatie een pand ingrijpend [[restauratie|restaureert]], wat is er dan nog [[authenticiteit|authentiek]] over 100 jaar? Daarom is het behoud van het historische materiaal altijd het uitgangspunt. Pas als het echt niet meer kan, moet er gekozen worden voor het vernieuwen. <br /> <br /> ===Onkunde en gemakzucht maakt altijd twee slachtoffers===<br /> In de dagelijkse praktijk komt het bij restauraties te vaak voor dat er vernieuwd wordt terwijl dit uit technisch oogpunt niet nodig is. Dit komt vaak voort uit onkunde en gemakzucht. <br /> Een voorbeeld: Bij een boerderij zijn de [[venster|vensters]] aan de westkant totaal verrot. De vensters aan de noord en zuidkant hebben slechte onderdorpels. Dit is door een vakman goed te repareren. Bij de vensters aan de oostkant is de verf aan het bladderen. De vensters zien er slecht uit maar het [[hout]] is nog goed. De architect en/ of aannemer beslissen dat alle vensters vervangen moeten worden. De opdrachtgever heeft niet genoeg kennis om hun tegen te spreken. Voor de architect is dit interessant omdat zijn honorarium gebaseerd is op de totaalkosten van de restauratie. Maar het geldt ook voor aanpassingen die nodig zijn voor de moderne woonwensen.<br /> Uiteraard leveren moderne woonwensen vaak een spanningsveld op met de bestaande situatie. Nu is het bij een monument niet zo dat er niets mag veranderen. Voor het behoud van het gebouw is het heel belangrijk dat het gebruikt wordt. Dus moderne woonwensen zoals een badkamer en meer licht op zolder zijn hele gerechtvaardige wensen. De discussie gaat niet over ’of’ maar ’hoe’ deze aangebracht worden. Tegelijkertijd heeft ieder historisch gebouw een ‘maximaal opnemingsvermogen’: er is een grens aan wat het gebouw aan wijzigingen kan hebben, voordat de essentie, de (monumentale) [[monumentwaarde|waarde]] verloren gaat. Nieuwe ingrepen moeten zich voegen naar het bestaande gebouw, ze moeten de historische boerderij geen geweld aan doen. Wijzigingen behoren vanzelfsprekend voldoende kwaliteit te hebben. Daarom neemt de gemeente bij het beoordelen van een restauratieplan voor een monument, het bestaande gebouw als uitgangspunt. Men let hierbij op de vorm, de indeling, de [[constructie]], het [[materiaal]] en de detaillering. Het bestaande gebouw is namelijk om weloverwogen redenen op de monumentenlijst geplaatst. Maar ook voor historische panden die niet op de monumentenlijst geplaatst zijn, is het belangrijk om het bestaande gebouw als uitgangspunt te nemen. <br /> <br /> ===Het Charter van Venetië===<br /> Dit is een internationaal handvest uit 1964 voor behoud en [[restauratie]] van [[monument|monumenten]]. In dit charter staat hierover het volgende:<br /> <br /> Artikel 4<br /> Het behoud van monumenten vereist op de eerste plaats regelmatig onderhoud. <br /> Artikel 5<br /> Voor het behoud van monumenten is het altijd gewenst daaraan een maatschappelijk nuttige bestemming te geven. Een dergelijke bestemming mag echter niet de indeling en decoratie van de gebouwen aantasten. Slechts binnen deze grenzen mag een aanpassing aan de ontwikkeling van gebruikseisen worden overwogen en toegestaan.<br /> Artikel 12<br /> De onderdelen die de verdwenen gedeelten moeten vervangen dienen op harmonieuze wijze in het geheel opgenomen te worden.
